KAISERSLAUTERN, Germany – Not only does the 405th Army Field Support Brigade equip an entire Armored Brigade Combat Team deployed to Europe from the United States with a full range of Army Prepositioned Stocks-2 equipment and vehicles – the 405th AFSB also provides vital life support to US forces at multiple locations across Europe.
Using its Civilian Logistics Augmentation Program, the 405th AFSB established life support operations for thousands of U.S.-based soldiers deployed in Europe. Places where LOGCAP provides beds, showers, latrines, dining rooms and more include Mielec and Zamość in Poland, Mihail Kogalniceanu in Romania, Wiesbaden and Ansbach in Germany, and Zutendaal and Brunssum in Belgium.
At Mielec, a full life support area with a maximum support capacity of approximately 3,000 personnel has been established, through LOGCAP contracts under the command and control of the 405th AFSB. This includes sleeping tents and beds as well as lighting, electrical outlets and heating. Also included are two restaurants and more than 50 large passenger buses operating seven days a week, as well as latrines, showers and more. There are also administrative tents and heated tents erected to support the mission there.
“The same day XVIII Airborne Corps elements received their deployment notification, LOGCAP was asked to establish a contract to support approximately 5,000 personnel,” said Mike Johnson, Senior LOGCAP Planner for Europe, 405th AFSB . “In seven days, we had the tents with heating and electricity, as well as the latrines and the showers, operational.”
“It’s our niche. When no notice requirement arises, we can execute very quickly,” Johnson said.
In Zamość, LOGCAP support was set up to accommodate around 2,000 people. There, LOGCAP was able to set up shelter tents and heaters in 48 hours “to protect soldiers from cold, rain and snow,” Johnson said. Zamość is located in a very remote area, which brought its own problem, Johnson said, but LOGCAP was able to erect a full set of shelters with lights, electrical outlets and heating – as well as showers and latrines – in seven or eight days. .
In Mihail Kogalniceanu, Romania, a combined LOGCAP and garrison support plan is in place to accommodate another 2,800 personnel. Additionally, LOGCAP is set up to support a few hundred more people in places like Wiesbaden, Ansbach, Zutendaal, Brunssum and other places.
With contract partners regionally aligned to geographic combatant commands, the relationship LOGCAP has with these existing contractors helps build capacity very quickly, Johnson said, much faster than starting from scratch.
“This is the same contract used to support US rotational forces in Poland – new locations but the same type of support and same LOGCAP mission, so we only had to increase the capacity of the contract to accommodate deployment of U.S. forces,” Johnson said. .
During a recent LOGCAP Executive Summit held in Rock Island, Illinois, Feb. 22-23, U.S. Army Materiel Command Commanding General Gen. Ed Daly emphasized that LOGCAP remains the contracted capability of choice. for military and multiple joint partners for and emergency operations.
LOGCAP’s ongoing support to thousands of U.S. forces deployed in Europe demonstrates this as well as the viability of LOGCAP’s contract partners and the ability of the Total Team to support the United States’ steadfast and unremitting commitment to stand together. coast with its allies and partners to ensure Europe’s independence and security.
